Recent report by QVARTZ on upper secondary education in Denmark

In the spring of 2014, a reform of the vocational education and training programmes in Denmark was decided by the previous government. As part of the financing of the reform, QVARTZ has conducted a cost and efficiency analysis of upper secondary education in Denmark on behalf of the Danish Ministry for Children, Education and Gender Equality.

Within scope of the QVARTZ analysis is the general upper secondary education (the “Gymnasium”), the colleges for vocational education and training as well as adult education centres, VUC. Using an exploratory approach based on a combination of data sources, such as interviews, observations, surveys and financial analysis, the report aims to clarify the resource spend on the institutions, to identify potential savings, to provide concrete proposals for improvements as well as practical suggestions for how to implement initiatives.

The report will serve as inspiration to the management of the institutions in question as to how savings can be realised. Potential cost savings of approximately DKK 1 billion have been identified within the areas of administration and management, procurement, building operations as well as exam administration.
